Section A

Statutory Accounting Definitions (Notes 1 to 3)

Note 1

Turnover Definition

Turnover = Gross Sales (inclusive of taxes & duties) – Sales Returns – Trade Discount

For societies where turnover is the calculation parameter, sales turnover must strictly follow this net formula as reflected in the audited financial statements.

Note 2

Working Capital Definition

Working Capital = Balance Sheet Total – Contra Items – Accumulated Losses – Intangible Assets

Computed as on 31st March of the audited financial year. Fictitious assets, intangible assets, and contra entries cannot be counted.

Note 3

Business Definition (Co-op Banks & Branches)

Business = Total Deposits + Total Advances

Applicable as on 31st March for District Central Co-op Banks, State Co-op Bank branches, and related credit institutions.

Section B

Fee Computation, Ceilings & Taxes (Notes 4, 5, 8, 9, 10, 14)

Note 4

Goods & Services Tax (GST)

GST will be paid extra and shall be borne entirely by the co-operative society.

Service tax / GST is outside the statutory audit fee ceiling and must be reimbursed on the auditor's statutory tax invoice.

Note 5

Validity Period

All prescribed rates are applicable for one financial year only.

If an audit covers multiple financial years, each year's statutory audit remuneration must be calculated separately based on that year's parameters.

Note 8

Minimum Rate & Prohibition of Undercutting

The prescribed rates are mandatory MINIMUM rates.

The calculated fee must be paid by the society and accepted by the statutory auditor. No undercutting or discounting of statutory audit fees is permitted.

Note 9

Statutory Fee Ceilings (Caps)

Introduction of Maximum Ceilings: Unlike previous GRs which had no fee limits, this GR fixes maximum statutory ceilings across applicable categories.

Even if slab computations yield a higher sum, the society cannot be charged beyond the prescribed GR ceiling.

Note 10

Non-Cumulative Slab Rule (Critical)

Cumulative progressive rates DO NOT apply to the following 24 society types:

Sr. 1Sr. 2Sr. 3Sr. 12Sr. 13 Sr. 21Sr. 25Sr. 26Sr. 31Sr. 35 Sr. 41Sr. 42Sr. 43Sr. 44Sr. 46 Sr. 47Sr. 48Sr. 49Sr. 52Sr. 55 Sr. 56Sr. 57Sr. 58Sr. 63

For these societies, the fee corresponding to the exact range into which the amount falls is applied as a fixed amount (not summed across slabs).

Note 14

Travelling & Halting Allowance (T&HA)

T&HA Allowed = Lower of: Actual Expenditure OR 5% of Statutory Audit Fee

Payable by society to the auditor. For Government auditors, the T&HA paid by the society must be deposited directly into the Government Treasury along with audit fees.

Section C

Auditor Governance, Limits & Rotation (Notes 6, 7, 11, 12, 13)

Note 6

Restructuring, Merger & Division

In case of de-registration, merger, reconstruction, or division, statutory audit fees must be calculated based on the balance sheet prepared as of the exact date of merger/division.

Note 7

Re-Audit & Special Audits

The prescribed rates apply directly to Re-audits.

For Test Audit, Cost Audit, Performance Audit, and Special Audit, the Registrar shall prescribe the audit remuneration in the appointment order considering the scope of work.

Note 11

3-Year Auditor Rotation Limit

An auditor / audit firm can carry out statutory audit of a particular co-operative society for 3 consecutive years only.

Mandatory cooling period applies after three consecutive terms as per the Maharashtra Co-operative Societies Act.

Note 12

Maximum Audit Cap (20 Societies)

One auditor can accept statutory audits of a maximum of 20 societies in a single financial year.

Small societies having paid-up share capital less than ₹1,00,000 are excluded from this 20-society limit.

Note 13

Disqualification under Rule 69(1)(i)

The auditor carrying out statutory audit shall not be disqualified as per the provisions of Rule 69 (1) (i) of the Maharashtra Co-operative Societies Rules, 1961.

Includes independence norms, non-indebtedness, and absence of personal interest in the society's committee.
